Overview of the ZPPA e-GP Ecosystem
The Zambia Public Procurement Authority (ZPPA) has mandated that all procuring entities—including government ministries, provincial administrations, city councils, and parastatals like ZESCO and RDA—conduct procurement exclusively through the Electronic Government Procurement (e-GP) system.
For local contractors and international suppliers, understanding the technical and regulatory architecture of the e-GP system is essential to avoid disqualification on statutory formalities.
Mandatory Compliance Documents Checklist
Before submitting bids on the Zambian e-GP portal, ensure these documents are renewed and verified:
1. **PACRA Certificate:** Company registration with current annual returns filed.
2. **ZPPA Supplier Registration:** Active annual registration certificate in the relevant category and financial grade.
3. **ZRA Tax Clearance Certificate (TCC):** Valid certificate demonstrating current VAT, Corporate Income Tax, and PAYE compliance.
4. **NAPSA Compliance Certificate:** National Pension Scheme Authority compliance for all local personnel.
5. **Workers' Compensation Clearance:** Valid certificate from the Workers' Compensation Fund Control Board.
6. **National Council for Construction (NCC):** Required for all civil, building, mechanical, and electrical construction works.
7. **Engineering Institution of Zambia (EIZ):** Mandatory for all engineering firms and practicing consulting engineers.
Navigating Bid Security & Guarantees
Under ZPPA guidelines, bids above statutory thresholds require a Bid Bond or Bid Securing Declaration. Always verify whether the procuring entity requires a commercial bank guarantee or if an insurance surety bond is admissible. Electronic submission receipts must be timestamped before 10:00 AM CAT on the bid closing date.
